Pick how you rule.
Galactic Civilizations IV is a turn-based space 4X strategy game where you build a civilization from its first faster-than-light jump to galactic dominance. The series has been at this since 1993, which makes it the longest-running space 4X franchise on PC still in active development. On June 11, 2026, it gets the largest governance overhaul in the series' history.
In GalCiv, you win through military conquest, diplomacy, cultural influence, economic power, or technological supremacy. The choice is yours. The AI doesn't cheat, it plays the game with its own strategies and its own goals, which is rarer in the genre than it should be.
Federations & Empires introduces a full reworking of how government works in GalCiv IV. In every previous title (and most strategy games of the genre), picking a government was a stat bonus you unlocked. In this expansion, it's the game you're playing.
Free in the v4.0 update for every GC4 owner:
• |
Colonial Charter: the starting government, redesigned. Light-touch and flexible. |
Four new governments in Federations & Empires:
• |
Oligarchy: three Councilors, market forces, investment portfolios. |
|
• |
Technocracy: a continuous Optimization Grid you can run simulations against. |
|
• |
Empire: Imperial Decrees, vassals, rebellions you have to put down. |
|
• |
Federation: consensus-driven, partner worlds, civilian apex. |
Each one runs on its own UI with its own resources and its own ships.
Four political parties react to what's happening in your empire. Coups, elections, and secession crises come from game state, not random rolls.
